...diploma in business with law in A LEVEL btec national diploma is equivalent to 3 A LEVELS.but will oxford except students who has studied law and btec national diploma in business in A LEVELS

Oxford don't like the National Diploma at all. They'll accept you with mostly A-Levels and then a National Award/Certificate but they really like breadth of study so National Diplomas are no use.
