I don't like the new Altura ones - if I need a bag to be that waterproof, it's too wet to cycle to a meeting. Drawstring tops are too finicky for a work bag. Any suggestions?

It's too risky to transport your laptop on your bike. Unless you've got a Panasonic Toughbook, I don't think your laptop can handle the bumps that you will encounter along the road. It's best to keep your laptop in your backpack.

You might be best to carry the laptop in a back-pack.

If the road vibration , i.e., you hit a pothole, gets to the hard-disk, the laptop will be shot.
