this business involves using various size vans, movement at all times of day and night. the property being used is private but on a residential housing estate.the owner previously used the premises to park up hgv wagons and when challenged about this he told the council he would use vans no bigger than transitsize. this is not so!i would also like to know how to find out if he is registered wth the necessary governing bodies to run this type of business from home.is there a website for this?

It can be!
If its not causing any problems with the neighbours, for example a joiner that works from home but is out all day working , then its perfectly ok. This doesn't seem to be the case. If its causing a problem to you then take some pictures of the vans & phone your council.

The was a courier business near to me where the council banned him from operating a business from his house after complaints from neighbours.

If you live on a fairly new estate there may be restrictive covenants in the deeds about parking vans/operating a business. Its worth a look.
